Manager requests & sign inGet ahead of your NSPIRE inspection
NSPIRE is the inspection standard HUD uses for assisted housing, and plumbing defects are among the most common findings. We walk your units before the inspector does: leaks, fixtures, water heaters and drains, unit by unit, with a written findings list and priced repairs.
How an NSPIRE pre-inspection sweep works
- 1
Set the schedule
Tell us your inspection date and unit count. We plan the walk around tenant notices and your maintenance team.
- 2
Walk every unit
Leaks, fixtures, water heaters, drains and shut-offs checked unit by unit, plus common areas and the outside.
- 3
Written findings list
Every defect logged by unit with photos, so you see exactly what an inspector would flag.
- 4
Priced repairs, fixed before inspection day
You approve the repairs you want and we close them out before the inspector arrives.
What a plumbing program looks like on a portfolio
One clogged drain is a service call. Two hundred units is a program. Here is how we run it so the same complaint does not come back from three different units in the same week.
Turnovers between tenants
Drains cleared and tested, toilets and faucets checked, shut-offs exercised, water heater inspected. Photos in and photos out, so the deposit conversation has evidence behind it.
Preventive maintenance
A yearly walk of every unit: slow drains treated before they back up, valves that still turn, supply lines checked at the fixture, water heaters flushed. Cheaper than the emergency call it prevents.
Water heater program
We track ages and model types across the portfolio and tell you which units are going to fail this year, so you can budget ten replacements instead of reacting to ten emergencies.
Written reporting
Every visit is documented with photos and a short written finding. Property managers get a record they can hand to owners, auditors and the next tech.
Built for the people who carry the door count
Property managers, housing agencies, HOAs and facility teams need plumbing that is documented, priced before it happens, and finished the same day when it can be. That is the whole job here.

- Photos and a short written finding after every visit
- One point of contact: the owner, not a dispatcher
- Insurance certificates and vendor paperwork on request
Questions property managers ask
What is an NSPIRE pre-inspection sweep?
NSPIRE is HUD's inspection standard for assisted housing. A sweep is our licensed plumber walking your units ahead of the real inspection, logging every plumbing defect with photos, and giving you priced repairs so you can fix findings before they count against you.
How many doors do you look after?
Hundreds. We are the plumbing contractor for Community Housing Development properties in San Jose, and we work across apartment, condo and mixed portfolios in the South Bay. Call 408-334-9261 and tell us the door count and we will tell you honestly whether we can cover it.
Do you work on affordable housing and agency properties?
Yes. We work with affordable housing developers, housing authorities and non-profit portfolio owners, and we understand the paperwork that comes with them: written scope, prevailing-wage questions, insurance certificates, and documentation on every unit we touch.
Can you handle after-hours and weekend emergencies for a building?
Yes. We answer 24/7. A leak at 2 a.m. in a second-floor unit is a different job than a slow drain, and we will tell the caller what is actually happening before anyone is sent out.
How do you price portfolio work?
Written scope and price before work starts, on every job. Above-ground estimates are free. For recurring programs we set a per-unit rate for turnovers and a monthly plan for preventive work, so the budget is predictable instead of a surprise line item.
Do you bid on RFPs and new multifamily projects?
Yes. We take on multifamily repipes, water heater programs, tenant improvements and sewer lateral work across the Bay Area, and Russell Calderon writes every estimate himself. Send us the plans and the scope and we will walk it with you.
Where we cover
Daily across the South Bay, and portfolio, commercial and consulting work anywhere in the Bay Area.
